Vice President, Network Technologies, COO
Dr. Payne joined Roberson and Associates in September, 2014, and has 36 years' experience in the industry, focusing on mobile broadband networking. He is also Founder and CEO of BroadView Communications.
Previously, Dr. Payne was a Vice President with Nokia Solutions and Networks (NSN), where he led the development of cloud based building blocks for new 4G Long Term Evolution (LTE) mobile broadband networking products. Prior to that he led NSN’s Small Cell and Code Division Multiple Access (CDMA) Business Line, a global organization responsible for the commercial development of both 4G LTE and 3G small cell wireless infrastructure products, including Microcell, Picocell, and Femtocell base stations, gateway and controller products, and NSN’s 3G CDMA cellular system development and maintenance. Dr. Payne was also Head of NSN’s Advanced Technologies organization and was Chief Technology Officer (CTO) of North America, where he led a team focused on driving CTO innovations into commercial products and services.
Prior to joining NSN, Dr. Payne was Vice President and CTO of Motorola’s Networks Business, where he led the technology development and systems engineering initiative for their LTE and Worldwide Interoperability for Microwave Access (WiMAX) product lines. He also led the development of the first commercial release of Motorola Networks’ LTE product line. He was Vice President of Wireless Broadband Systems and Technologies and directed engineering operations in broadband wireless and cellular infrastructure, cable, and wireless data technologies.
Prior to joining Motorola, Dr. Payne led operations in digital switching, cable networking, and photonics at AT&T Bell Laboratories. He has been in the telecommunications equipment industry for over 30 years and has been recognized for outstanding lifetime contributions in the field.
Dr. Payne has been awarded eight patents and has several pending. He serves on distinguished boards, including the Electrical and Computer Engineering Advisory Board at Purdue and the School of Applied Technologies at Illinois Institute of Technology. He is also a past member of the Sigma Xi, Tau Beta Pi, and Eta Kappa Nu Engineering Honorary Societies and is a Life Member of Alpha Phi Alpha.
Dr. Payne earned a Bachelor of Science in Electrical Engineering from Purdue University, a Master of Science in Electrical Engineering from Georgia Institute of Technology, and a Ph.D. in Electrical Engineering from Illinois Institute of Technology.
